Can the SFDA approve a health certificate from the exporting country?

SFDA have the health certificates for food products stating all requirements to export food to KSA, in the following link: https://www.sfda.gov.sa/en/regulations?tags=1 

In addition, the interested competent authorities shall sign the health certificate and send it to the SFDA. If the competent authority has any inquiry regarding the health certificate it can be discussed with SFDA.
